She was in the movie three times. She was the paper girl in the permit office (where the clerk had a blue and brown eye), then later she accepted the permits from Garth and Wayne, and finally she was at the concert and looked like she was going to hook up with Garth.
Betty Jo was the character’s name she was played by the Olivia D’Abo.
