It is actually a title of a film by Richard Linklater but the encyclopedia view of the meaning is actually an impression from a face resembling an eye popping.

Sorry, couldn’t take the movie…but I’ve read the book (which is excellent). The main character is a sort of double agent narc, spying on his friends and reporting their activities to the government anti-drug agency for which he works. Unfortunately, the drug (Death) which he has to take to infiltrate the gang begins to take its toll on him, and basically wastes his brain the whole time that he’s doing his job, until he is unable to distinguish reality from fantasy.
The result is a bit like Sam Fuller’s movie Shock Corridor. He ends up "winning" (in the conventional sense)…but he has been so undermined by his experiences that he is completely unaware of his victory, and is reduced to being a hapless victim.
